Aircraft Engineering Services (AES Ltd) are inviting applications for a Part-145 Engineering Safety & Compliance Manager, working in cooperation with our client Ryanair, Europe's largest airline. This is a senior leadership role within the organisation, holding UK CAA Part-145 Nominated Person (Form 4) privileges.

The successful candidate will be an operationally focused, highly adaptable, who is able to demonstrate a flexible working attitude in a fast-changing environment. The primary and overriding responsibility is to maintain the Part-145 Safety & Compliance standards required in order to ensure that the highest standards of safety, maintenance and equipment used within AES Aircraft Maintenance Operations. 

Responsibilities
Reporting to the Accountable Manager, and in liaison with the General Manager, the successful candidate’s core responsibilities will include:
1. Safety & Compliance Oversight - To establish and maintain an independent Safety Management System and Quality and Compliance Monitoring System to ensure and assure compliance of the Part 145 organisation within UKCAA requirements.
2. Internal Audit - To implement, maintain and continually review a Compliance monitoring programme in which compliance with all maintenance procedures is reviewed at regular intervals (annually), in relation to each type of aircraft (or component) maintained (including the management and completion of audits and production of audit reports). To ensure that any observed non-compliances or poor standards are brought to the attention of the person concerned via their manager and if required, to the AM and/or to the Competent Authority. To manage the closure of any non-conformances identified, including the implementation of preventative measures and improvement initiatives.
3. Personnel Authorisations – Managing the process for granting certifying staff the appropriate authorisations. 
4. Assurance - To establish regular meetings with the Accountable Manager to appraise the effectiveness of the Compliance system, which meetings will be used to report any inadequacies in the addressing of discrepancies. To notify to UKCAA, to the Operator and to the TCH any occurrence
5. Human Factors & Training - To define the human factors principles to be implemented within the organisation. To establish feedback from maintenance incidents/issues and feeding these back into the continuation training programme (i.e. Human Factors).
6. Vendor Monitoring - To assess sub-contractors working under the Compliance system and maintaining the expertise necessary to be able to do so. To assess suppliers/stockists of new and used components and materials for satisfactory product quality in relation to the needs of the Organisation.
7. Regulatory Alignment - Oversee amendments to the Maintenance Organisation Exposition (MOE) and ensure regulatory alignment.
8. Risk Management – Facilitate hazard identification, risk assessment and subsequent management, including identification and implementation of mitigation actions. 
9. Safety Performance - Provide periodic safety performance reports to the Safety Review Board.
10. Safety Management - Ensure maintenance of safety management documentation, and act as a focal point for advice on safety matters.

The successful candidate should meet the following criteria:

  • Hold a relevant Engineering Degree and/or a UK/EASA B1 or B2 Licence.
  • Having previously held an EASA/UK CAA Form 4 is desirable but not essential if able to demonstrate sufficient competency relevant to the role, including minimum of five years demonstrable work experience.
  • Knowledge of Part-145 Safety Management Systems and Compliance Monitoring.
  • Thorough knowledge and understanding of the requirements of a Continuing Airworthiness Management Exposition and Maintenance Organisation Exposition.
  • Comprehensive knowledge and understanding of EASA & UKCAA regulations.
